Description

People Services Strategic Commissioner 

£37,464-£41,292 pa G10

This is an exciting time in Harrow Council’s People Services Directorate and we are seeking an experienced commissioner to contribute to the realisation of the new adult social vision. The vision will transform adult social in Harrow and increase independence through community resilience. The key messages are:

  • To pave the way for seamless health and social care integration.
  • To respond to the continuing rise in demand for health and social care
  • To transform the offer of care.
  • To enhance health, wellbeing and resilience with a preventative approach that embodies the ‘wellbeing principle’.
  • Delivering the right level and type of support at the right time and in the right place to keep people independent for longer.
  • Manage customer expectation and increase customer satisfaction.

Your role will include leading and developing areas of our new vision including:

  • Gathering evidence and data and drafting the Needs Assessment
  • Analysing a range of data, engaging with our providers to develop Harrow’s Market Position Statement
  • Managing market engagement projects and initiatives
  • Gathering market information on a range of local providers and presenting the information in a clear and concise manner
  • Working with colleagues to develop our relationship with the voluntary sector and increasing our partnership to develop community assets.

In addition you may be required to draft reports and briefings for the Directors and Members. You will be required to work closely with colleagues across Adults Social Care, including Heads of Service, social workers, programme managers, finance and legal teams. Your experience in commissioning and social care will give you a strong foundation to develop your skills in an exciting but challenging environment.

Requirements

  • You will combine a strong understanding of commissioning processes with good knowledge of needs analysis, including commissioning, policy development and implementation.
  • You will have a track record of project management and negotiating outcomes.
  • Experience of commissioning in your current or a previous role is important.
  • Your track record will include delivering change alongside stakeholders, providers and partner agencies
