Project Manager - Covid Emergency Response Programme – Community Testing - NPE - OUTSIDE IR35

Harrow Council has a wide programme of activity that it is co-ordinating in order to respond to the Covid-19 public health emergency whilst keeping essential Council services for Harrow residents open and running at the same time.

As part of the Council’s COVID Emergency Response Programme we are seeking several roles that can help and support its implementation:

  • Interim Project Manager – COVID Emergency Response Programme

To ensure essential services can remain operating effectively; that existing C-19 services such as testing, enforcement, isolation benefits, business grants, local track and trace and the community hub continue to operate effectively until such time as they can be de-commissioned; to manage the dependencies with other Council reviews and projects and provide project management capacity to any new emerging projects that are required.

  • Interim Project Manager – Community Testing project

Harrow Council has a pivotal role to play in detecting, containing and preventing the spread of COVID -19 within the borough of Harrow by providing targeted testing of symptomatic and asymptomatic residents and key workers. In addition to our mobile testing unit and local testing sites we are currently launching some pilots and developing our strategy for rolling out community testing to up to 10% of Harrow residents and are looking for an experienced project manager to help implement this project.

Located 10 miles from the city centre and just 13 minutes to Euston from Harrow & Wealdstone station there are great transport links via the Metropolitan Line, Watford DC Line and national rail service. It is easily accessible to the M1, M25 and A406.

About you

The consultants are expected to have strong PM skills and experience of working with senior stakeholders, partners, community groups and the PMO. The consultants should be able to work across all Council departments with an understanding of the political and governance processes within local government or the public sector and community-based projects. Previous evidence of such work is essential.

The role will be remote working based on prevailing COVID -19 guidance, but some site visits may be required due to the nature of the role. They will be supported by the Council’s Programme Management Office. They will liaise with the C-19 Strategic Co-ordinator to ensure that all service requirements for an effective response to the pandemic are captured and addressed.
