Salary Range: £38,496 to £42,429 plus Market Factor Supplementary payment (equating to 10% of salary, paid monthly)

Overview

The Building Control Service within the Planning Division is responsible for the scrutiny of full plan applications, Building Notices and Regularisation Applications for compliance with the Building Regulation, the Building Act and other relevant legislation including examination of structural details and calculations.  The service operates within a competitive market and is in direct competition with private companies/Approved Inspectors.  The post provides more senior level professional input into the scrutiny/assessment of more complex applications.  Within this context, the post holder will be responsible for complex schemes and will be responsible for the negotiation of fees and for securing work on major development projects, involving significant investment in the Borough.

The post holder will also be required to support the management of the team, taking responsibility for a defined area of work within the team.  All officers are expected to support the continuous improvement and development of the team and the services that are provided by the Planning Service. The post holder will also be responsible for supervising, mentoring and allocating work to a small team of surveyors. They will take responsibility for some of the more complex developments within the Borough.

About you

The successful applicant will have:

  • MRICS, MCABE or equivalent, and should have a building related degree or similar qualification.
  • An LABC Level 6 Building Standards Fire Safety Specialist qualification (desirable). 
  • Several years of post-qualification experience. 
  • A full UK driving licence and have access to your own car to carry out this role.
  • Sound technical knowledge of specialist areas including fire engineering and structural appraisal in addition to a comprehensive technical knowledge of building practices and current building legislation.
  • A positive attitude to change, be an effective communicator and be able to form productive working relationships.
  • An understanding of the Council's Equal Opportunity policy in relation to employment, and an awareness of the implications of that policy for this job.
  • A detailed working knowledge of current Building Control practice procedures and legislation.
  • A detailed working knowledge of more complex construction techniques.
  • The ability to organise workload, to establish priorities for action, and to delegate duties in order to carry out the necessary work within statutory deadlines.
  • The ability to prepare accurate and detailed reports on site inspections
  • The ability to negotiate with applicants and developers in order to achieve compliance with statutory requirements
  • The ability to present information, verbally and in writing on Building Regulations applications, and other matters in a manner which clearly demonstrates a thorough structured, logical, and orderly approach.
  • The ability to demonstrate sufficient experience from working in a Building Control office, commensurate with this grade, to competently check applications and carrying out site inspections, and preferably with supervisory experience. Alternatively, if degree not directly related to Building Control, able to demonstrate comprehensive experience from working in a Building Control office.
