Pertemps Recruitment Partnership have a fantastic opportunity for a Property Officer in Leasehold Services to join the Community Services Directorate at Harrow Council.

The post holder will provide an efficient and effective range of services to Leaseholders and Freeholders within a patch including but not limited to: Major Work Projects/Section 20 Statutory Consultation and billing income, right-to-buy, assignments, annual service charge calculation/billing/resolving queries, income collection and recovery, enfranchisement, write offs/write backs, administration and enforcement of lease conditions, limitations and breaches e.g. ASB and other requests from leaseholders for services. At all times they will have a regard to all Contracts, legislative and policy requirements.

The post holder will provide a high-quality service, always work closely with internal and external staff for example, asset management, legal services providers and advice agencies and work flexibly to cover for other team members.

About you

The successful applicant will have:

  • Knowledge of the Commonhold & Leasehold Reform Act 2002, Landlord and Tenant Act 1985, Housing Act 1980 & 1985 and Law of Property Act 1925
  • Be able to interpret a range of leases and transfer agreements and apply this to resolve queries.
  • Knowledge of the full statutory consultation process.
  • Knowledge of service charge collection and arrears recovery action, issues, techniques, and processes.
  • Customer Focus - Listens, anticipates, negotiates, and seeks to exceed the expectations and needs of our customers.
  • Communication – Delivers accurate and clear information via the most appropriate method to ensure complete understanding.
  • Experience of liaising with other service areas to prepare annual service charge accounts for billing & invoicing to leaseholders.
  • Planning & Organisation - Efficient in use of time and works in a structured way, prioritises own workload and meets deadlines.
