Pertemps Recruitment Partnership have a fantastic opportunity for an experienced Policy Officer to join the Policy team at Harrow Council. The post holder will provide rigour and support to the policy function of the Council and undertake qualitative and quantitative analysis, research, project management, stakeholder engagement and strategy development to support this, ensuring rigorous methodologies are applied to all work. They will provide strategic policy advice and support to the Chief Executive, Corporate Strategic Board, the Leader, Portfolio Holders and the Scrutiny Leadership Group. The post holder will be expected to build collective, cross-council policy support for the development of the corporate direction of the authority, engaging with executive and scrutiny councillors, senior managers, partners and external bodies including Government Departments and national and regional policy forums.

About you

The successful applicant will have:

  • Expert knowledge of the local government policy and performance environment
  • Good understanding, knowledge and experience of the purpose of the scrutiny function
  • Expert knowledge of research methodologies
  • Experience of working with councillors, senior managers and stakeholders and managing effective working relationships in a political environment
  • Experience managing and conducting research projects or strategy development
  • Experience of producing briefing materials for councillors/managers or similar
  • Excellent negotiation and influencing skills
  • Excellent report writing skills
